CALL TO ORDER

 

PLEDGE OF ALLGIANCE

 

 

ITEM 1.           AGENDA/ATTENDANCE

a.                   The agenda was presented by Richard Moore and approved.

b.                  The attendance sign in sheet was circulated and any changes or additions to include e-mails addresses would be appreciated.

c.                   The minutes for February 21, 2012 were approved by the membership present.

 

ITEM 2.           REPORTS-GENERAL

 

a.       BCAAC – No report and no meeting scheduled at this time.

b.      DHCD/TASO – Sandi Morris was presented and reported on additional Energy Training coming available working toward future certification for Residential and Commercial Inspectors.  Sandi notified everyone of the future upgrade to the Knowledge Center on-line training with a different group being involved with changes and improvements.  Sandi noted that group 3 and 4 will be meeting on May 30 for code changes and if you have any information contact Vernon Hodge and that Cindy Davis has also been added to the staff with DHCD and brings a lot of experience and talent related to codes and building knowledge.

c.       ICC Board – Bill Dupler was present and gave the ICC report and updated everyone on the new plans for future chances to be involved with code change process by using the CDP technology that is in the works.  Bill wanted members to apply for scholarship chance in an attempt to take part in the code activities in the upcoming Dallas event.

d.      ICC Region 7 – The last meeting was held in Hagerstown MD. And added approximately 100 plus code changes to the agenda and taking actions on approximately 70 of those during the meeting.  Discussion of expanding committees and supporting future new voting process.  The next meeting scheduled for September 2012.

e.       DRC-Rick Witt – Work group last meeting adopted 2012 codes and working to have the code adoption to be quicker than in the past.  He also stated that with the hiring of Cindy Davis that would be a big help in the process in the future with her experience.  One of the main topics will be the brace wall codes.

f.        Region Chairs - (Richard Moore) A budget was developed at the last meeting and future financial outlook has improved.

g.       Treasurer - (Jeff Brown) 4 members had been awarded scholarships to the VBCOA Spring Conference. 

h.       Past President – Rick Witt meeting last month with discussion of more members being involved and may use the internet to improvement participation.

 

ITEM 3.                       REPORTS – COMMITTEE

 

a.        Administration Ad HOC (Bob Allen) – Last meeting in Chesterfield County last month to discuss approximately 16 items in the code change areas with Guy Tomlin present.  One of which is abandon construction project actions, winter shelters.  Next important date July 1. 2012 for code change recommendations to Vernon Hodge, and contact Bob Allen regarding information and work group #1 to meet September 1, 2012.

b.        Awards & Resolutions (Hudson and Childers) – Charles Hudson reported 4 scholarships for the VBCOA conference at $60.00 each was approved, and possible funding for Dallas conference to be reviewed.

c.        International Building Codes:

General (Rodger Slate) E-mail report submitted in advance. They are working on code changes and position statements.

Fire Safety (Charles Gregory) No report

Means of Egress (George Woodall) Some code changes have been summarized and positions are being established.

Structural (Chris Snidow) Next meeting scheduled in Charlottesville to review about 400 codes reviews sent to Chris Bridges for Dallas.

d.        International Residential Code (Chuck Bajnai) Membership reported a conference call took place about 3 weeks ago to discuss wall bracing issues.

e.        Education  (Dallas Johnson) Working on accumulating a pool of training opportunities that people feel are good training and requested any additional training ideas please bring forward.

f.          Energy Conservation (Rodger Slate) – E-mail report received in advance of the meeting and attached to the agenda.

g.        Legislation (Ron Clements and Julie Walton) – Rick Witt noted a discussion with Board of Housing and having to do with property leans on owners are not to prevent someone else in a unit from getting a C/O.

h.        Mechanical (Childers) – Membership reported they are presently working on code changes at this and a large number of codes.

Plumbing (Mark Pond) – Membership reported on the recent conference in Blacksburg in March.

i.          Membership (Waller & Joyce) - No report.

j.          Nominations (Jeff Brown) – Any nominations for officers please contact Jeff by June 1, 2012. A discussion regarding the board positions for next year took place.

k.        Property Maintenance (Mark Bridgeman) – Next meeting in Charlottesville on April 20, 2012 to discuss State law changes 

l.          Public Information (Jeff Anderson) – Please forward any information you have to Jeff. Region 6 finished second to Region 5 this year in the ROY and we just need to continue to work hard and forward information to be compiled.

m.      Small Jurisdiction (Mike Veliky and Al Ellington) – Conference called meeting on April 13, 2012 with discussion of meeting attendance and possible for small jurisdictions to meet on a regular basics to discuss needs, and request. Contact Mark Bolt at 540-745-9359

n.        Time and Place (Jean Stanley & Betty McDaniel) - Jean not available, but Betty and Charles Hudson said our meeting would be in South Hill in June with two locations available. A final location had not been determined.

 

 

 

ITEM 4.                       OLD BUSINESS

 

Jody Moncrief asked for Region VI support of his proposed code change. Motion approved after discussion.

 

ITEM 5.                       NEW BUSINESS

                                   

1.        Gail noted that the City of Petersburg had reach a Land Mark in Code Compliance and Fire Department of 30 years without a loss of life in the line of duty and a “Public Employee Day” will be celebrated each year.

2.        Mid-year conference coming up in Charlottesville .

3.        Working on Region of the year application.           

 

ITEM 6.                       EDUCATION PROGRAM PROVIDED   

 

                                    MATRA (Mid-Atlantic Tent Renters Association)  

                                    Kevin Thomason and Mike Tharpe provided a presentation and

            information on the Tent Association and on-going training and

            improvements in the materials that are present today in tents. 

The provided a video from a older accident with a tent that resulted

in deaths, and a large number of injuries.  They explain the different types of tents and structures and how they are setup and the requirements.
