Lynn Underwood, Code Official, Norfolk City, Va. welcomed the attendees to the City of Norfolk.
Motion made and seconded and approved for approval of the minutes from the previous committee meeting.
Jason Sands was unable to attend today’s meeting, but emailed a suggestion that the PM Committee have meetings in more centralized locations. Moses Atkins made a motion that adjoining regions of the VBCOA co-sponsor a quarterly PM Committee meeting. Shawn Farrell asked for discussion prior to a vote. Chairman McInnis asked that this item be tabled until we are able to get feedback/input from VBCOA Region Chairs.
Since we do not have a person serving in the capacity of recorder/secretary it suggested that the hosting jurisdiction be responsible for having a person to record the meeting. This was discussed briefly but a final decision was not made.
Malcolm Avant volunteered to act as Secretary on an interim basis.
Chairman McInnis led the body in congratulating former VBCOA Property Maintenance Committee Chairman John Walsh for his efforts on behalf of the VBCOA’s Public Information Committee. The VBCOA was the 2007 recipient of the ICC Chapter Merit award. Property Maintenance (PM) Committee members were encouraged to make recommendations for our chapter awards. The City of Newport News made a motion to create an Awards Sub-committee. The motion was seconded. Volunteers for the Awards Sub-committee include: Christine Mignognu, (NN); Larry Payne, (NN); David Harlow, (NN); Phillip Williams, (NC); Gary Greene, (AC). Chairman McInnis suggested that everyone should update their email information for the Committees’ list serve.
Scholarship opportunities are available through VBCOA. VBCOA is promoting a greater presence on a National Level with ICC. 4 VBCOA scholarships were awarded for the ICC Palm Springs, CA. conference.
The body was asked to consider a few questions related to their own experiences at the
Code Academy PM Module:
Is the code Academy meeting our needs as Building Maintenance Officials and Technical Assistants? Many in attendance suggested that the current curriculum of the PM module was not relevant to the daily job requirements of the Building Maintenance Official and Technical Assistant. More tools needed; more practical and uniform techniques needed. The field visit that was part of this module in previous years- was well received by all who participated in it. Do we need an advanced module for PM? A majority agreed that Advanced Module would be a welcomed addition. Examples of subject matter: human interaction; mediation, court experiences (mock trial); and drafting Notices of Violations. Can the PM Module provide special training in preparation for the IPMC exam? The Code Academy may not be the best fit for training such as this. It was suggested that the PM Committee begin to review the needs of inspectors throughout the State and attempt to provide a mentorship/training program to assist members who are attempting to take the exam. Sean Farrell asked for consideration that we suggest that the VBCOA PM Committee provide input for updating the Code Academy’s PM Module.
DHCD wants to review all code changes. A suggested code change needs local, regional and statewide support. Chairman McInnis provided a brief description of the USBC/ICC Code Change process and an overview of each of the 9 proposed Code changes for the ’06 USBC pertaining to Section III Building Maintenance Code.
Sean Farrell agreed to facilitate a discussion of the proposed positions for the ’09 ICC IPMC Code. The consensus of the membership in attendance agreed that the majority of the members in attendance should rule on the VBCOA PM Committee’s position for each Code Change position to be considered. The time and location of the next meeting will be announced after the region chairs agree to jointly host the meetings on a rotating bases as discussed.
